Will it be possible for graph to have function to be defined as like in it own bound graph with its own inputs, outputs and local variables. Like Unreal does it?

As I’ve replied to you in the Unity forums, yes that is something that will happen in the v3.x cycle (but not v3.0). Do note however that it is currently already possible to have Macros (not bound) with their own inputs/outputs and local variables which pretty much work like functions in many respects.
